Committed to Helping PA Kids
Incorporated in 1972, Community Commitment Incorporated was the first private provider nationally to keep adjudicated delinquents at home and out of further trouble, saving taxpayer money that would otherwise be spent on costly, congregate residential care.
Teen problems are addressed within the context of their family relationships, school environment and community relationships. Objectives with parents are to enable them to acquire and/or improve their parenting skills and ensure they have the resources necessary to promote and instill more responsible, personal behaviors in their teen.

Born and raised in Bucks County, Mike has spent his entire professional career maintaining positive working relationships with Bucks County education, law enforcement, child welfare, and mental health resources to help the county’s kids reach healthy adulthood. After 25+ years as a School Social Worker in Council Rock School District, a Bucks Juvenile Probation Officer, and a youth mentor and group therapist, Mike has come back home to CCI—where he worked while earning his Master of Social Work from Temple University. Mike was named the 2017 PA School Social Worker of the Year and has held leadership positions within the Pennsylvania Association of School Social Work (PASSWP), the National Association of Social Workers (NASW), and Pennsylvania State Education Association (PSEA.) He’s a proud Penn State alum with an undergraduate degree in psychology.

Joe Werner, MSW, LSW, HSV is the Assistant Executive Director at CCI, where he began his career as a youth worker in 1994. He graduated from De Sales University and received his Masters of Social Work from Marywood University. Over the years, Joe has remained deeply committed to the organization’s mission, evolving from youth worker to therapist and now to his current leadership role. In addition to his work at CCI, Joe brings valuable experience in juvenile probation and school social work. He has been an active member of the Pennsylvania Juvenile Justice Task Force and has served on the board of the Pennsylvania Association of School Social Work Personnel. Joe is passionate about supporting youth and families in Bucks County and continues to dedicate his career to strengthening services and opportunities for the community he serves.

Nina supports CCI’s mission with financial and regulatory compliance oversight and operational infrastructure and execution. Born in Philadelphia and raised in Oakland, CA, she earned a Bachelor of Business Administration from Georgia State University and has over 20 years of experience in bookkeeping, insurance, and business operations. Nina is also the founder of Logical Financial & Business Solutions, a firm providing financial, operational, and administrative support to SMBs and nonprofits. With an MBA from the University of Phoenix and a certificate in Women’s Entrepreneurship from Cornell University, Nina is committed to helping organizations operate efficiently so they can focus on meaningful community impact.

A youth mentor at CCI since 2025, Kellett Fiscus was born and raised in Bucks County. She graduated from the Frederick Honors College at the University of Pittsburgh in 2023 with a degree in Government and Politics and attended the University of Pennsylvania’s Graduate School of Education while teaching 4th grade in West Philly as a member of Teach for America. After completing her TFA commitment, she came to work for CCI to continue her dedication to guiding and championing youth to help them reach their greatest potential.

Doug Moore is a youth worker with eight years of experience on the CCI team. Born and raised in Bucks County, he previously was a youth caseworker at an alternative school and group home. He also has served his community through coaching, working many years as a basketball and football coach in Souderton and Pennridge. Doug is passionate about improving the lives of youth in Bucks County by building and maintaining relationships based in trust and setting ambitious yet achievable goals for the betterment of their behavior and decision-making.

Kevin De La Cruz is an experienced youth worker who supports juveniles on probation in building accountability, life skills, and positive pathways forward. He brings over three years of experience working with youth at Abraxas Youth & Family Services, a residential treatment center, where he worked directly with adolescents facing behavioral and legal challenges. This background has strengthened his ability to provide structure, mentorship, and consistent support to justice-involved youth. Kevin focuses on relationship-building, promoting personal responsibility, and helping young people develop healthier decision-making skills. He is committed to creating a supportive environment where youth feel heard, respected, and empowered to make meaningful, lasting change.
